Heave Ho is a Super Mario 64 character.

He is a red enemy with the face of an Amp.  He travels around on 2 wheels, with a tool that resembles a dust collecter.  If you happen to step on it, you will be shot up into the direction facing heave-ho's back.  You can get painful bruises if you miss.
