According to Google Translate, that roughly translates to "Use a horizontal bar or rope to provide some momentum". That's already a full sentence, so I'm not sure if that's the actual Japanese name of the move, and I'm not well-versed enough on Japanese to dissect this title, let alone the description for the move.
