Windmill Hills starts out in a small jungle (less dense that the areas found in [[Lost Mangroves]]) containing several [[large rat-like enemies]] and [[owls]], as well as a row of spinning windmills with spinning platforms. The player must use [[Dixie Kong]]'s flying ability to get over the gaps and jump on larger enemies such as [[larger owl enemies]], after which there is a Checkpoint. Following a [[Schnautzel]], Dk and Dixie will navigate more windmills, this time which spin faster than the ones before the checkpoint. After landing on a small patch of land where a (rat-like enemy) randomly comes out, the Kongs will go through a series of [[Barrel Cannon]]s, which take them across more windmills, between which are several [[Banana]]s, after which there is a similar windmill where they will receive [[Extra Life Balloon]]s if all the Bananas are collected. Soon after this, there is a bag containing one of the level's [[Puzzle Piece]]s that must be opened by throwing the Diddy Kong barrel at it, which will switch Dixie out with him. Diddy's jetpack ability works similarly to Dixie's hair, still allowing the Kongs to fly short distances. Following that, DK and Diddy will have to go up a stack of spinning gears, which have platforms that rotate at the same time. There are also [[Pointy Tuck]]s on the platforms, which cannot be jumped on (because of the headgear). Upon getting to the top, the Kongs will go on a large platform attached to a long cord (acting as a slow zipline) which leads them to another area with a windmill containing bells that have to be rung (which ends up giving a Puzzle Piece), as well as the letter "N". Following this, DK and Diddy will go through another series of Barrel Cannons, this time flying through a wide area with fall-colored trees and more windmills with items, after which they land on a platform containing the [[Slot Machine Barrel]] that ends the level.
The level starts out in a rocky-forest area with a waterfall in the background, and one of the fragile wood platforms. Following this, there is a barrel that can bring in either [[Diddy Kong]], [[Dixie Kong]], or [[Cranky Kong]]. After getting a partner, DK will go up an area of platforms, after which there is a large set of bells that can be rung, followed by a long zipline with more bells and then a Checkpoint. After this, there is an area containing several wooden platforms (like the one first seen in the start) and then another bell zipline, with hazards such as [[Hot Hootz]]. This is followed by another Checkpoint, and then a Barrel Cannon that will fire the Kongs into a factory-like area (similar to the one in [[Sawmill Thrill]]) with more of the fragile platforms and flying [Soary|Soaries]], after which there is another one of the barrels, like the one in the start of the level. After getting out of the factory area, the Kongs will take a third zipline, only this one having more gimmicks (such as crumbling rock along the way) , followed by a third checkpoint and another Barrel Cannon, which will take the Kongs to another indoor area with several ascending bouncy platforms which lead to a large bell, which reveals the [[Slot Machine Barrel]] end the level.
