The Fahr Outpost mayor is a green Bob-omb with a hat resembling an ushanka who is appears in Paper Mario: The Thousand-Year Door. Similar to other Bob-ombs from Fahr Outpost, he speaks in a stereotypical Russian accent.  If Mario asks the mayor to use the cannon without Admiral Bobbery out, he will act as if there is no cannon. Once Mario has Bobbery out, he will tell Mario that he does not have the key or permit to operate the cannon. Once Mario gets both items from Goldbob and General White, he lets Mario use the cannon.

Like most of the other Bob-ombs at Fahr Outpost, he is very secretive and wants non-Bob-ombs to go away. This may be due to the possession of a giant cannon and his fear that someone will use it for evil. Later though, he seems to get friendlier with Mario.
