He's smooth, not lumpy
Lumpy is a green Ratooey that waits around on the east side of the Rogueport docks. He wants to go to Dry Dry Desert to find oil and strike it rich. If you talk to Lumpy he will ask you to give him 100 coins so he can start his search. If you pay him coins he will give you 3 times the amount you a few chapters later. You can also listen to his log book's entries that he wrote when he was on his adventure.
