In addition to the banner being found, we have text from the game's files that proves this is next. Text ID "17700_140_title" (17700 being this Tour's ID for messages, 140 being the ID for the announcement) reads "Next Up Is Mario vs. Luigi!\r\nHere Are the Team Members", followed by "17700_141_title" with "The Team Rally Starts Soon!\r\nThese Are the Items You Can\r\nGet in the Next Team Rally!".
