Fumihide Aoki (the creator of Waluigi), said on instagram that the two of them have a workmate relationship, where they only help each other if their goals are the same. Also in the WarioWare games, Wario invites his friends to make microgames, and Waluigi is not among the group of friends, making it clear that the two are not friends.
