:Even if a lot of IPs are vandals, there are still quite a few that are legitimate contributors.  It can be quite inconvenient to be forced to make an account for every single wiki you want to edit, especially if you only plan on making one or two edits.  Blocking IPs could actually deter potentially good contributors from editing, and no one wants that.  As for giving IPs warnings, unlike user accounts, IPs can be shared by multiple editors, or adopted by a different editor years later.  It's also very easy to change your IP, so there isn't much point.  Same reason we don't permaban anonymous users. -{{User:YoshiFlutterJump/sig}} 14:53, July 14, 2019 (EDT)
