It is one of the three items mentioned by [[Bowser]] (alongside the [[Ring (Mario Party Advance)|Ring]] and the [[Necklace (Mario Party Advance)|Necklace]]), who is lounging at the [[Bowser Pad]] during the [[Bestest Buds]] quest. It becomes available at the shop run by [[Paratroopa (character)|Paratroopa]], [[Junk]], once Bowser asks the player to guess whether he wants the Ring, the Necklace, or the Bracelet the most. He provides a few hints, elaborating that he prefers rings to bracelets, but also that he likes bracelets and necklaces equally. The Ring is the correct choice for Bowser, and if the Bracelet is brought to him, he immediately hates it and forces the player to restart the quest from the beginning. Regardless, [[Paratroopa (character)|Paratroopa]] at the shop comments that Bowser is going to appreciate it.
