And yes, just because we don't see the enemy itself, it's ludicrous for an enemy stationed in Kremling hideouts that follows their theme naming AND is named "Kroc" itself to not be one. That's not speculation, that's a common sense-based inference.

Uh...how about the fact that its name is "Kroc", and it targets Kongs? Sounds like a Kremling to me. Besides, there ARE robotic Kremlings in the series, even if we're going by the Nintendo Power picture.
