Checked Goombario's Japanese Tattle text (https://www.youtube.com/watch?v=wYE00LZ1Wqw&t=494s): he refers to the Toad Minister as simply 『だいじん』 (Minister) - not sure where "Toad Minister" came from in the English line but either way it's not completely identical to the Chancellor, who's 「キノコ大臣」 (Mushroom Minister).

Yes, they are the same. SMRPG and PM originated in Japan, so where there are contradictions in translated names, the original clears it up.
