Rule 15 states that "''[u]nless there is major disagreement about whether certain content should be included, there should not be proposals about creating, expanding, rewriting or otherwise fixing up pages. To organize efforts about improving articles on neglected or completely missing subjects, try setting up a collaboration thread on the forums.''" In other words, this proposal shouldn't be necessary unless we heavily disagree. As for the renaming and expansion, I don't see any problems with that.
