What it means is that Luigi is the subject (for lack of a better term), and Mario is the descriptor, being used figuratively to refer to the fact that he's the counterpart to Luigi, as Waluigi is the counterpart to Wario. Maybe it'd make more sense with quotes, like so: Waluigi is the "Wario" to Luigi's "Mario."
