He has an accent and aided Bowser in his various schemes and was a member of the Koopa Pack. The comics also gave him a distinctive backstory and history. Another Mouser was briefly seen in the cartoon, though it didn't say or do anything and was simply gone a shot later, leading me to believe it may have been an animation mistake.
