when it comes to pokemon it's probably better to take design influences with a grain of salt, the bulbasaur family may be partially inspired by frogs but that doesn't make them frogs and they don't exhibit amphibious characteristics that i'm aware of

Ivysaur is a reptile, not an amphibian.

→References: Coulda added this, you know. Not sure about dinosaur, but they probably also have some bulldog influence given the face.

The only connection Ivysaur has to dinosaurs is that they share the -"saur" suffix, but even this is only in its English name. Ivysaur's evolutionary family are based off of frogs and frogs alone, and there is citeable material to support this.
