I believe the person who first uploaded this image was mistaken. This is artwork is not Yoshi Circuit, because no element of the art resembles that track. They probably thought that because the hills in the back kind of looks like Yoshi's face. However, this is clearly an early build of Luigi Circuit. Note the sand patch, railing, the parallel roads, the trees, and even the hills in the background. Here's a couple images I got from noclip.website if you need proof.
